Definition of a Visitor

A visitor is someone not directly affiliated with Indiana University. Spouses and children of faculty, staff, and students are considered to be affiliated with Indiana University and thus are not included in the definition of a visitor.

General Information

Indiana University-Bloomington has a user-based parking system, which is paid for by permit fees. As a visitor, you are a guest of those around you who pay for the facilities and are always welcome on our campus. Please respect our wishes for a safe and orderly campus.

To avoid citations for parking violations, visitors who wish to park on University property must either use a pay facility, park at a meter, or obtain a visitor parking permit. Visitor permits are issued daily and are intended to serve the needs of those who are occasionally on campus. More frequent and regular campus visitors are expected to purchase a regular parking permit.

Visitors are required to comply with University parking regulations as well as with city ordinances and state laws. Any tickets received must be paid or appealed within ten (10) business days.

Obtaining a Permit

Visitor parking permits can be obtained at several locations on campus. To purchase your permit, you will need to bring this information with you:

• Name, address, and phone
• Vehicle description and color

Display of Permit

The temporary visitor permit shall displayed by hanging it from the rear view mirror with the letter and/or graphics showing through the front windshield. Placing the hangtag on the dash of your vehicle or laying it on your seat is not considered proper display.

Expiration of Permits

The temporary visitor parking permit expires midnight of the date written on the permit. If you plan to remain longer on campus, you must either obtain a new permit or park in a meter space or pay lot. Changing the date on your temporary permit renders the permit fraudulent and will result in ticketing and towing.

Parking Garages

Some visitors chose to park in a pay facility to avoid the hassle of obtaining a visitor parking permit. There are five pay-parking facilities on campus. All open at 7:00 AM and close at midnigh or earlier.t. The average price for parking is $1.50 per half hour for the second hour, $2.50 per half hour for the third hour and $5.00 per half-hour thereafter for a maximum of $20.00 per day.

Meter Parking

Visitor Only Meters

Visitors to the IU campus needing short-term parking, can use one of the metered parking areas. To better serve our visitors, Parking Operations has designated seven (7) meter lots on campus for visitor use only. The meters in these lots cost $ .25 per 15 minutes, $ .10 for 6 minutes and $ .05 for 3 minutes and accept nickels, dimes and quarters. If the meter is damaged, jammed or otherwise not working, please do not park there (you can be cited) and report the problem to Parking Operations as soon as possible. The meters are enforced Monday – Friday, 7:00 AM - 10:00 PM.

Disabled Permits

In an effort to reduce the abuse of disabled parking by non-disabled people, IU Parking Operations has implemented a new University disabled parking policy. This new policy eliminates free parking for disabled visitors. Visitors with a disabled license plate, State disabled placard/ hang tag or an Indiana Disabled American Veteran plate may: obtain a visitor-disabled permit from Parking Operations, use a campus parking garage or a disabled only meter. These four (4) hour meters will be placed in several campus accessible spaces to provide parking for disabled visitors. These meters must be paid to avoid a ticket and are enforced from 7:00 AM to 10:00 PM, Monday through Friday.

Admissions Visitors

Admission visitors may park in the upper level of the Jordan Avenue Garage or in the Admissions Building Lot. Visitor permits may be obtained at the front desk in the Admissions Office.

Free Parking

If a parking permit is reported lost or stolen, the person who purchased it is asked to complete the 'Replacement Permit' form. The lost or stolen permit number is placed on a lost/stolen permit listing, and the person has the opportunity to replace the permit for $5.00.

Upon discovery of a lost/stolen permit on a vehicle, Parking Enforcement issues a ticket for 'Unauthorized Permit' and may tow the vehicle.

It is often said in life, there is no free lunch. Well, fortunately at IU there are some days and times when parking is absolutely free. To better serve you, we have compiled a list of these days and times.

Any vehicle, with or without a valid permit, may park in any 'D' or 'E' space during these three breaks.

Meters
Meters are enforced 7:00 AM to 10:00 PM, Monday through Friday. You do not need to feed the meter from 10:00 PM Friday until 7:00 AM Monday morning. The meters at the dormitories, however, must be paid 24 hours a day, 7 days a week.

Parking Garages – Atwater, Jordan Avenue, Poplars, 11th and Fee Lane
Parking is free in the garages all day Saturday and Sunday.

'D' and 'E' zones – The weekend parking rule
Any vehicle may park in any 'D' or 'E' zone, 5:00 PM Friday until 11:00 PM Sunday with or without a current parking permit.

Von Lee Parking Lot, 4th and Dunn Lot, 6th and Dunn Lot
Enforcement in these three lots ceases at 5:00 PM and does not resume until 7:00 AM, Monday through Friday. These three lots are not enforced all day Saturday and Sunday.

Appealing a Ticket

Campus visitors unfamiliar with the IU Parking Operations’ parking policies who have received a citation may appeal the fine. Depending on the violation, a citation MAY be voided after consideration of the following:

• The owner/operator of the vehicle has no previous parking violations on file.
• The owner/operator of the vehicle has not previously purchased a parking permit for use   on the IU campus.
• The owner/operator has no affiliation with a student or staff member at IU.

NOTE: Certain violations such as those written for parking at a yellow curb or in a disabled space are not waived.

If all the above requirements are met, the visitor may write a letter to Parking Operations requesting that the citation be waived. The parking violation notice should accompany the letter, and the letter should include the name and address of the person submitting the appeal. If no name and address are included, no response can be forwarded, and the violation notice is not waived. The request for review must be received within ten (10) business days of the issuance of the violation notice.

Safety Strategies

One of the easiest ways to avoid a threatening situation is to use precaution. Prevention includes being aware of risks, using good judgement and using safety mechanisms available.

Rembember to:
• Use available prevention mechanisms such as lighted walkways, locks, security doors,   public transportation, and friends.
• Use well-lit walkways when walking on campus at night. There are lighted pedestrians   routes on campus. These routes are marked on the parking map. To obtain a map, contact   Parking Operations. To report a non-working outside light, call (812) 855-8728.
• Avoid being out alone at night. Go with a friend, use the bus, the taxi or call IUSA Safety   Escort Department at (812) 855-SAFE.
• Be aware of your surroundings. Avoid dark or hazardous areas. Trust yourself and your gut   feeling.
• Let someone know where you are and when you will be leaving or arriving at a location.
• Be alert. Walk confidently and pay attention to those around you. Avoid using headphones.
• Use campus buildings during high-use times.
• Report suspicious incidents and suspicious persons to police immediately. Be as   accurate and complete as possible in your descriptions.
• Lock the door(s) to your home, apartment, residence hall or your car. Don't open your door   until you know who is there. Don't let someone you don't know into your room, your home,   or your car.
• Learn to communicate and listen effectively. People may interpret the same information   differently. Question if you are not sure. Remember that alcohol and drugs make it difficult   to think clearly and communicate adequately.
• If you witness or are the victim of a violent crime, seek help. Advocacy, medical care, and   legal assistance are available.

Emergency Call Boxes

The IU Bloomington campus has many specially marked outdoor pay phones and emergency call boxes. In addition, all residence halls have phones at their main entrances that can be used for emergency calls.

By either pressing a button on the emergency call boxes or dialing 9-1-1 on coin-operated phones, you are immediately put in direct contact with the IU Police Department. Pay phones can be used to dial 9-1-1 without a coin.

Theft Prevention

Nationally, over 1 million vehicles are stolen every year. Though the possibility exists that your vehicle may be stolen from the IU Bloomington campus, the risk is quite low. According to the IU Police Department, only eleven automobiles were stolen in 1997. Though Indiana University Parking Operations assumes no responsibility or liability for loss or damage to any vehicle or its contents, we have compiled a list of tips to help you keep your vehicle and its contents safe.

Automibiles
• Lock your car and pocket the key when you leave-even if just for a minute. Close windows   all the way and make sure the trunk is locked.
• Control your keys. Never leave an identification tag on your key ring. If your keys are lost or   stolen, it could help a thief locate your car and burglarize your home.
• Don’t leave your registration inside your vehicle; carry it with you. Important identification   papers or credit cards should never be left in the glove compartment.
• If carrying packages or valuable items, store them in your trunk if possible. If you do leave   packages, clothing or other articles in the car, make sure they are out of sight.
• Park in well-lit, busy areas. Avoid leaving your vehicle in unattended parking lots for long   periods of time. If you park in a lot where you must leave a key, leave the ignition key only,   to protect items in trunk or glove box.
• Keep your car’s Vehicle Identification Number (VIN) and a complete description in a safe   place at home. Since 1969, the federal government has required manufacturers to engrave   a unique number, the VIN, on all passenger cars in one visible and several hidden   locations. One VIN is engraved on a metal plate on the dashboard near the windshield.   VINs of stolen cars are registered with the FBI’s National Crime Information Center.

Trucks & RV's
• Many specialized vehicles don’t have VINs and should be marked with another ID number,   such as driver’s license.
• Lock up easy-to-carry items like motors and camping gear before leaving your vehicle.
• Use secured "toppers" or toolboxes for your truck. Don’t assume a thief can’t lift a box   because it’s heavy.

License Plates
License plates frequently are stolen from cars and used on stolen cars used in other crimes. Get in the habit of checking your plates when you drive. A few drops of solder on the bolts or blurring the threads can help safeguard your plates.
