REGULATIONS
General Information
The Indiana University parking system is a self-supporting service, receiving no funds from the State of Indiana, the University budget, or student fees. It is, therefore, necessary to apply a system of user service charges to all vehicles operated on University property.
Income derived from the sale of parking permits and from the collection of monetary penalties assessed under the parking regulations is used for the administration, maintenance and improvement of parking facilities
All University parking facilities, except those for visitors and pay lots, are regulated by a system of alphabetic coding. To park in any alphabetic-coded lot, the vehicle must be registered with the University. This regulation is always in effect, except that any vehicle, with or without a permit, may park in any ‘D’ or ‘E’ space from Friday at 5:00 PM until Sunday at 11:00 PM.
Amendments to the parking rules and regulations will be announced in the campus newspaper and other appropriate media.
The University reserves the right to temporarily close any campus parking area or facility or to change the alphabetic designation of any parking area. Such changes will be announced in the Indiana Daily Student, the IU Newspaper, or Campus Report. Any such changes shall not be cause for appeal of illegal parking.
At no time will the employees of Parking Operations and Parking Enforcement be subject to verbal or physical abuse, including being threatened, cursed or assaulted in any fashion. Any such abuse will be reported to the appropriate University authorities for disciplinary action.

Parking Guidelines
The temporary convenience of illegal parking is rarely worth the hassle and expense of a ticket or towing. In parking on campus, Parking Operations recommends that students, faculty, staff, and visitors observe these guidelines:
• Parking regulations at Indiana University are in effect throughout the year, including semester breaks. These enforcement regulations apply to all persons who operate motor vehicles or bicycles on Indiana University property.
• It is the owner’s responsibility to read and fully understand the parking regulations. Professing ignorance of them will not be accepted as an excuse to alleviate fines assessed for violations.
• Vehicles must park in established parking spaces only. Vehicles parked with tires touching or over the stall marker are subject to ticketing. In gravel lots, bumper blocks, if present, establish parking spaces. Parking on the landscape is never allowed.
• The University reserves the right to change any parking regulation. Normally, changes in the regulations will be announced through the campus newspaper and other appropriate media.
• A parking permit is not a guarantee of a specific parking space. The driver is responsible for finding an authorized parking space and the lack of a space does not justify illegal parking. The driver is responsible for knowing the parking regulations. Ignorance of the regulations is no excuse.
• The registrant of the vehicle is responsible for any ticket assigned, regardless of who is driving the vehicle at the time of the violation.

Regulations - Automobile
The intent of these regulations is to make parking facilities available to those persons who must drive to conduct their affairs, to insure access at all times for emergency vehicles, and to promote pedestrian, cyclist, and vehicular safety. All persons are encouraged to use the University Bus system, ride bicycles, or walk whenever possible.
• Indiana State laws governing the movement, operation, and parking of motor vehicles shall apply on University property.
• Accidents involving motor vehicles should be reported without delay to the IU Police Department.
• Driving and parking of motor vehicles on University property are to be confined to areas designated for those purposes only.
• Vehicles must park in established parking spaces only and are to be in conformity with the alphabetic-coded zoning allocation of spaces. Vehicles parked with tires touching or over the stall marker are subject to ticketing. In gravel lots, bumper blocks, if present, establish parking spaces. Parking on the landscape is always prohibited. Parking on the grass, sidewalks, crosswalks, service drives, loading zones, truck spaces, or on streets, except where specifically marked for parking, is prohibited.
• Every University student, staff, or faculty member must display a valid University parking permit and valid license plates when parking on University property.
• Eligibility for a parking permit is not transferable. Providing false information on a parking permit application, unauthorized possession of a parking permit and altering or counterfeiting any parking permit will result in revocation of the parking privilege, forfeiture of any monies paid for the permit, and an additional fine. Violation of the regulations governing eligibility for registration of a student shall be cause for suspension from the University. A student may not register a vehicle belonging to another student or another student’s parents without approval from Parking Operations.
• The Office of the Dean of Students has jurisdiction over student operation of motor vehicles.
•Parking permits should be displayed clearly hanging from the rearview mirror. If you do not have a rear view mirror post or do not wish to hang the permit, you may request a clear plastic pocket to display the permit. The pocket may be attached anywhere on the left half of the front windshield where the permit is fully visible and does not block your vision.
If you have a convertible or soft-top vehicle you may obtain a window decal for an additional fee. Contact Parking Operations at 855-9848 for special instructions.
• Parking regulations at Indiana University are in effect throughout the year, including semester breaks. These enforcement regulations apply to all persons who operate motor vehicles or bicycles on Indiana University property.
• The parking regulations which apply to the ‘A’ and ‘C’ zoned areas are in effect, except for New Year’s Day, Martin Luther King Jr. Day, Memorial Day, the Fourth of July, Thanksgiving Day, the Friday after Thanksgiving, and Christmas Day.
• Only vehicles bearing a valid ‘A’ permit may enter the closed portion of campus from 7:00 AM until 6:00 PM, Monday through Friday. The closed portion of the campus is the area between 3rd Street and 7th Street and Woodlawn Avenue and Jordan Avenue.
• ‘A’ and ‘C’ permits may not park in ‘D’ spaces, except D3 zones.
• ‘C’, ‘D’, and ‘E’ permits may park in any NON 24-HOUR space after 5:00 PM until 7:00 AM, Monday through Friday and all day Saturday and Sunday.
• Yellow curbs, fire drives and loading zones are not parking spaces. The vehicle may be ticketed and towed if it is left unattended in these areas.
• The ‘D’ and ‘E’ spaces are available to any vehicle, with or without a permit, from Friday at 5:00 PM until Sunday at 11:00 PM. This weekend parking rule will also be in effect for the ‘D’ and ‘E’ spaces during Spring, Thanksgiving and Christmas Break.
• The Atwater Garage, the 11th & Fee Lane Garage, the Poplars Garage and the Jordan Avenue Garage allow free parking all day Saturday and Sunday.
• The parking meters must be paid 7:00 AM until 10:00 PM, Monday through Friday. The parking meters are free from Friday at 10:00 PM until Monday at 7:00 AM.
• Metered parking designated as Visitor Parking is not to be used by students, faculty, or staff between 7:00 AM and 10:00 PM Monday through Friday.
• Any vehicle in violation of the parking violations may be towed away without prior notice and stored at the owner’s expense.
• Vehicles apparently abandoned on University property will be disposed of according to Indiana State law.
• Trailers, campers, boats, or similar conveyances may not be parked for storage on University property, except in designated storage areas.
• Registered vehicles must display current permits only.
• The registrant is held responsible for any violation involving the registered vehicle when he/she is operating it or when another individual is using the vehicle.
• Parking spaces designated for handicapped parking are reserved for vehicles bearing an IU Handicapped parking permit on a 24-hour basis. A vehicle parked illegally in a space designated for handicapped parking will be ticketed and towed without prior notice at the owner’s expense.
• The registration of a vehicle in no way guarantees that a parking space convenient for the individual will be provided. The responsibility for finding a legal parking space rests with the motor vehicle operator. Inability to locate a legal parking space is not an acceptable excuse for violation of these regulations.
• The fact that a vehicle, including IU Service Vehicles, is parked in violation of any rule or regulation and does not receive a ticket does not mean that the rule or regulation is no longer in effect.
• Weather conditions do not affect the applicability or enforcement of the regulations. The parking regulations apply all year long, during academic breaks as well as during academic terms.
• The fact that other vehicles are parked improperly shall not constitute a defense for parking in violation of the regulations nor for parking outside of lines in an otherwise legal parking lot.
• The fact that a vehicle is mechanically disabled shall not constitute a defense for parking in violation of the rules and regulations. Notes to that effect left on vehicles by the owners/operators will be ignored by enforcement officers.
• A campus area, which has been closed off by barricades or other traffic control devices, including signs, will not be entered by any vehicle except when specifically authorized by Parking Operations.
• Any area of roadway, including that area within a parking lot which is not specifically marked for parking, loading, or as a Fire Lane, is defined as a driveway. Parking in driveways is prohibited.
• Personal notes left on a vehicle describing reasons for parking on campus without a proper parking permit, or for parking in an unauthorized manner, are not acceptable. A parking permit must be obtained.
• The absence of 'No Parking' signs does not mean that parking is allowed. Parking is not allowed along curbs in parking lots unless marked for parking. Parking is permitted only within marked stalls. All areas not specifically designated for parking shall be considered 'No Parking' zones.
• Double parking is prohibited at all times.
• Activated flashers on an illegally parked vehicle do not exempt the vehicle from receiving a parking ticket.
• During the period when students are moving in and out of dormitories at the beginning and end of each semester, vehicles may be permitted to stand in driveways adjacent to the dormitory for not more than 30 minutes for loading purposes. Each such vehicle must be constantly attended by a person who can move it immediately in the event of an emergency. An unattended vehicle may be towed at the owner's expense.

Regulations - Bicycles
All unregistered bicycles will be subject to ticketing with impoundment. All bicycles impounded will be subject to a fine plus a mandatory registration fee. Bicycles improperly parked will result in ticketing and/or impoundment. When a customer parks a bicycle on the IU campus, s/he agrees to abide by the parking rules and regulations and the traffic laws established by the State of Indiana. A $20.00 fine will be assessed against the owner, operator or registrant of the bicycle involved in each violation.
• A bicycle is considered a motor vehicle insofar as the nature of the vehicle permits. Traffic regulations must be obeyed by bicycle riders.
• Bicycle parking regulations are in effect at all times—including evenings, weekends, holidays, vacations and breaks between semesters.
• Bicycle parking is available at bicycle racks located at or near most University buildings. See Location of Bike Racks or the campus map for locations. Bicycles are to be parked only in these areas, and must be properly attached to the racks.
• As a courtesy to fellow cyclists, the bicycle must be parked in only one space.
• A bicycle impeding pedestrian traffic including access for the handicapped and blind may be ticketed and impounded without prior notice.
• Parking Operations and Parking Enforcement will not be held liable for securing devices (locks) which are damaged during impoundment.
• Bicycles on University property, which are deemed abandoned or derelict, may be impounded.
• Bicycles may not be parked in the following locations:
• Parked or stored inside administrative or classroom buildings
• In stairwells or hallways of residence halls
• Parked on sidewalks
• Against or fastened to any tree, bush, plant or foliage
• Chained to or rested against handicap ramps, light poles, telephone poles, handrails, bus shelters, University signs, public seating fixtures, trash receptacles or fences
• Against or fastened to any water, steam, or gas pipe or any electrical fixture or emergency device
• Bicycles must not be ridden in the following manner:
• Against the flow of vehicular traffic
• On grass, planting beds or any non-paved areas
• In University buildings
• On sidewalks, walkways or any other pedestrian area

Regulations - Motorcycles
• Any wheeled vehicle with a gasoline engine(excluding cars and trucks) is considered a motorcycle and must be registered with Parking Operations and display a valid permit.
• Motorcycles must park in designated motorcycle areas and may also occupy an automobile space. Since motorcycles are permitted to use a car space, the driver is responsible for observing the same regulations as those governing automobiles.
• Some motorcycle areas may be designated with a modified sign for specific alphabetic permits. For example, at the Ballantine Garage, motorcycle parking with an 'A' permit only is permitted.
• Motorcycles can not park at bicycle racks, on sidewalks, near bus shelters, behind buildings, in administrative or classroom buildings or on the landscape.
• For campus safety, motorcycles should only be operated on the streets, and not operated on sidewalks or pedestrian paths.
• Motorcycles parked so as to obstruct roadways, hinder University operations and or damage property are subject to being towed at the owner’s expense.

Regulations - Handicapped
It shall be unlawful:
To park or leave standing in a space designated with a sign for handicap parking, any vehicle not displaying a current IU Handicap permit.
For any person not qualifying for the rights and privileges extended to handicapped persons to exercise or attempt to exercise such rights or privileges by the unauthorized use of a distinguishing license plate, removable hang tag or temporary removable hang tag; and
to park or leave standing any vehicle so as to obstruct a curb ramp or curb cut for handicapped persons.
Vehicles found in violation of the above regulations will be cited and towed at the owner’s expense.
The following vehicles may park in Handicap meter spaces:
• Vehicles with any IU campus handicap permit may park at the handicap meters and do not need to feed the meter.
• Vehicles displaying a valid state issued handicap license plate or state issued handicap plaque must pay the meter.
• Vehicles displaying Indiana issued Disabled American Veteran license plates do not need to pay the meter
Any valid state issued handicap plaque/plate may park in an IU handicap space after 5 PM without an IU Handicap permit.
